Project Overview

The Government of Vietnam identifies rural development as a high priority. The Australian Agency for International Development (AusAID) also recognises rural development as a key program sector in its Vietnam Country Strategy 2003-2007. Within its framework of Rural Development, the water sector is considered to be a priority area for program development. The water sector includes projects in rural water supply and sanitation (RWSS), urban water supply and sanitation, and water resources management.

Within that sectoral prioritising framework, the Government of Australia (GOA) and the Government of Vietnam (GOV) has jointly funded the Cuu Long Delta Rural Water Supply and Sanitation Project (CLDWSSP). The aim of this project is to improve living standard through the provision of better access to clean water and sanitation facilities for about 500,000 people living in rural communities in the five provinces within the Cuu Long (Mekong) delta including Bac Lieu, Ben Tre, Kien Giang, Long An and Vinh Long.

Background

In January 1999 a project identification mission visited six provinces of the Mekong Delta and proposed the preparation of a project to develop replicable and sustainable "models" for providing water supply and sanitation services to selected disadvantaged district towns and rural communities in the provinces of Bac Lieu, Ben Tre, Kien Giang, Long An and Vinh Long. The final Feasibility Design Study prepared the final Cuu Long Delta Water and Supply and Sanitation Project Design Document which was completed in June 2000. The Project commenced in September 2001.

The Project commenced with the signing of Contract No 10159 between AusAID and SAGRIC International in September 2001. Team members were mobilised to Vietnam in September 2001 and field work commenced following the signing of the Subsidiary Arrangement (SA) in Ho Chi Minh City between the Australian Consul General (representing AusAID) and the Chairman of the Provincial Peoples Committees representing the five Provinces for the project.

Location

The five provinces selected for the project, Bac Lieu, Ben Tre, Kien Giang, Long An and Vinh Long are all located in the southern region of Vietnam. All are low lying and most suffer from limited to extreme flooding towards the latter periods of the rainy season from July to November each year. The provinces bordering the coast are also prone to saline intrusion into both surface and ground water resources during the hot dry season - December to June.

There are extensive surface water resources in the river systems and canals throughout the region. However, the quality of such water is not suitable for domestic water use purposes such as washing, cleaning and drinking, many of these water sources are also polluted . Deep ground water resources also exist throughout the project area but several of the distinct aquifers are of differing quality. Salinity variations and elevated iron concentrations are the main constraints to more widespread utilisation of deep groundwater.
